Más de 50 organizaciones pedimos la participación de la sociedad civil en el desarrollo de políticas relacionadas con las IAs para garantizar el respeto a los derechos, la transparencia y la inclusividad.

Estamos en un momento crucial donde la Inteligencia Artificial está determinando la automatización de la sociedad, el rumbo de las democracias y el bienestar de la población. La complejidad técnica de los procedimientos algorítmicos, junto con su impacto social, requiere una respuesta transversal, multisectorial y participativa de la sociedad.

Por este motivo, celebramos la creación de la Agencia Estatal de Supervisión de la Inteligencia Artificial (AESIA) este 2022. España asumirá la presidencia del Consejo de la Unión Europea el segundo semestre de 2023 y se ha ofrecido como país de prueba para testear la nueva regulación de la Inteligencia Artificial que se discute en estos momentos en Europa. La agencia es, por tanto,una oportunidad histórica de poner a España a la cabeza de la innovación en riguroso respeto con los Derechos Humanos.

Así pues, no se entendería que el gobierno perdiera la oportunidad que le ofrecen las organizaciones de la sociedad civil para crear una agencia a la altura de los retos que tenemos hoy en día. Por este motivo, las organizaciones y colectivos firmantes, demandamos:

Que el Gobierno aproveche la oportunidad de contar con el conocimiento y la experiencia de las organizaciones de la sociedad civil que ya vienen trabajando en estos temas, mediante la participación de las mismas en el proceso de diseño, creación, así como en el establecimiento de sus objetivos y fines de la Agencia Estatal de Supervisión de la Inteligencia Artificial.
Que la Agencia ejerza una supervisión prudencial que garantice la equidad de los procesos algorítmicos, la responsabilidad ante sus impactos negativos y/o discriminatorios y su transparencia. La acción de la Agencia debe proyectarse principalmente sobre las entidades públicas y privadas que desarrollan e implementan algoritmos.
Que la Agencia sea un organismo independiente en su estructura, composición y cometido. Además, que promueva la transparencia, auditabilidad y explicabilidad de los algoritmos y sistemas de información ante la sociedad, a través de herramientas e informaciones de fácil consulta y comprensión.

Las organizaciones firmantes reclamamos una estrategia de participación clara de la sociedad civil que esté establecida en los procesos y en el desarrollo de políticas relacionadas con la Inteligencia Artificial, así como vías formales de interlocución con el Gobierno con el fin de promover un debate público acerca de la gobernanza de los algoritmos que ponga en el centro el respeto a los derechos humanos y la justicia social.
